menurut ane sih, "ibu" lebih tepat karena cenderung lebih ke artian "membina"
ibukota negara = mempunyai fungsi sentral bagi pemimpin negara dalam melaksanakan tugas kenegaraan dan merupakan simbol suatu negara untuk menunjukan jatidiri suatu negara tsb.
jadi dengan kata lain ibukota d jdiin sbg pusat pemerintahan, cba klo g ada ibukota, berrti pemerintah pusatnya berpindah2, REPOT DONG ??
