I'm building a school on the Sims 3 and i want to have a kitchen where the cafeteria is. But for some reason i can only use appliances in residential mode. Why is this?

The Sims 3 hasn't yet come out with an expansion pack that requires those items to be accessible.
When an expansion pack similar to The Sims 2's Night Life comes out for The Sims 3, then you will start to see appliances like a Stove or Dishwasher to give the user the ability to build restaurants.
