I took a video of some important documents on my phone and when I try to watch them to write them down it is very difficult. I was wondering if there is a program that can recognize the characters and convert into a word document. I see it all the time in spy movies etc. and was hoping there is a program out there for a the commoner that does such a task.

Optical Character Recognition (OCR) is the type of software you are looking for. Your best bet would be to get a freeze frame of every page, and run it through some OCR software. Make sure that your image quality/resolution is high and crisp. If the letters are not legible, it will not work.
