my neighbor and i have been spending time with each other a lot lately. im a girl and he is a boy. Hes 14 and im 12. we hug all the time. were always either with each other or texting. We hang out outside on my street every night. my dad makes me come in side at 11:00 at night. and the other day me and my neighbor kissed. so i wanted to know if i should keep kissing him or what your opinion is on this situation.

In the second sentence of that paragraph you said that he is 14 and you are 12. Let me just tell you something, a 14 year old boy is a lot more mentally and physically developed than a 12 year old girl. A 14 year old boy is interested in different things than a 12 year girl is. It's like this: a teenage boy kissing a young girl. it's not right and if you both do pursue a relationship together, his idea of a relationship will be very different from yours. Now I know that you are not a child and you can make your own decisions regarding your personal life, so I'll leave this one up to you. You know my opinion, I don't like it.
But that doesn't mean you can't.
